　　圖書出版品與中小學教科書均是承載與傳遞知識文化的重要載體，而送存制度則是 以法律強制或志願的方式，徵集國家重要的圖書文獻，使能永久典藏與傳承。現行《圖 書館法》規定國家圖書館為全國出版品之法定送存機關，然而，中小學教科書並未列入 徵集收存的範圍，而是由國家教育研究院依據教科書審定相關法規，收存通過審定的教 科用書；另一方面，隨著科技發展，電子書與數位教科書的發展與應用成為重要的議題， 形式與內容表現的方式更加多元，因此，實有必要就中小學教科書送存制度的現況與策 略進行探究評估。本研究由文獻分析探討主要國家的出版品送存制度與規範，並藉由深 度訪談及焦點團體，了解產官學研各界就此議題的看法與意見。主要發現目前數位教科 書的檔案格式多元，業界尚未訂有共同遵循的一致性規範，對於數位內容版權管理機制 開放亦有不同的看法。依據發現，本研究以下有數點建議提出，可作為未來政府制定數 位教科書技術規範，發展數位教科書檔案送存平臺，以及訂定中小學數位教科書著作權 合理使用原則之政策評估與參考：

（一）審定辦法中宜明確說明數位教科書的定義與範圍。

（二）審定辦法內應增加教科書送存的原則、範圍、格式等相關說明。

（三）完整蒐集意見，經由政府、出版業者等多方角度評估後，擬定合宜的送存檔 案格式。

（四）考慮教科書之特殊性，明確數位教科書取用規範，強化其典藏利用價值。

　　The deposit system is an important method for collecting books and documents. In Taiwan, the National Central Library is the legally established mechanism for depositing published materials. Due to peculiarities related to textbook content and copyrights, the National Central Library has yet to include elementary and middle school textbooks within the scope of published materials to be deposited. The National Academy for Educational Research, in accordance with laws and regulations related to the textbook approval system, collect approved, published textbooks from the publishers themselves in order to maintain a textbook collection for public usage. Due to advancements in technology, digital textbooks have already become one of the major trends in both educational materials and in published materials in general. In order to provide a place for the effective deposit and storage of these materials, there is a real need for an investigation and evaluation into digital textbook deposit systems. The aim of this research is to understand and assess the current status of corresponding systems and operations within the major countries involved by utilizing research methods such as in-depth interviews and focus groups. Another goal is to obtain an understanding of the opinions those that handle the depositing of published materials within Taiwan, including library staff, scholars and experts within the fields of publishing, library and information science as well as those of the publishers of digital textbooks themselves. All major findings will be summarized; concrete conclusions and suggestions will be offered as reference for any digital textbook deposit system that may be promoted in the future.
