　　十二年國民基本教育課程綱要(簡稱十二年國教)於108學年度在中小學實施，為我國自九年一貫課程以來影響層面最廣與深遠的改革。課綱的實施從理想課程到經驗課程須經過層層轉化，縣市教育局處做為地方教育的主管機關在課綱實踐扮演了不可或缺的重要角色，而中小學地方輔導團(簡稱輔導團)做為課綱推動的執行者，協助課綱理念宣導、教師增能和到校諮詢等，成為教育改革的先鋒和領頭羊。本計畫擬探究教育局處和地方輔導團在十二年國教課程改革過程中，如何推動新課綱的核心素養，使其順利轉化於教育現場。採量化和質性混合方法，第一年探討十二年國教實施之後，縣市教育局處和輔導團支持和推動新課綱核心素養的成功策略與可行作法，第二年則是識別所遭遇的困難與解決方式，期能提出相關的政策建議。

　　The 12-year basic education was implemented in August 2019, which is a comprehensive reform of the curriculum in this nation. The education bureau plays an important and indispensable role in achieving the reformed curriculum. The local counseling groups for curriculum and instruction play the role as a pioneer for educational reform which facilitates the communication of the ideas of the reform and teacher professional development. This project plans to investigate how the education bureaus and the local counseling groups put key competencies into practice in schools. Mixed methods will be conducted to learn the successful ways and practical strategies adopted by the two groups in the first year and to identify possible difficulties and solutions as well as propose political suggestions for the implementation of the key competencies accordingly.
