Lin believes that excellent schools can be developed only by cultivating excellent school leadership and advocates that the MOE should be responsible for systematically planning the overall procedure of school leaders’ preparation and professional development. He suggests that the MOE should collaborate with local authorities to optimize the recruitment, selection, and election of school leaders.
