    縮短學習落差方案

  •   城鄉差距擴大乃是我國日益嚴重的結構問題,故行政院宣示自2019年起全面推動「地方創生」政策,以期藉此協助區域發展地方特色,並達成「地方人才回流」之政策目標。為符應政府推動地方創生的初始理念,本研究即擬透過合宜的中小學教師聘任制度及在職進修機制,以吸引具教育熱忱的優秀人才願意投身偏鄉,同時使其專業知能符合在地需求並瞭解偏鄉、認同偏鄉,進而方可期待偏鄉得以培育出願意回流地方、貢獻地方的未來人才。而在計畫執行過程中,本研究將以雲林縣及屏東縣為具體研究標的,除適時針對所涉及之相關法令文件進行分析,俾以自行檢視研究論述並以之貫穿整體研究結果外,另將藉由焦點團體座談、個別專家諮詢及問卷調查等研究方法,進一步深入發掘研究標的之偏遠地區學校師資關鍵問題,以及教師因應地方產業發展需求所須具備的專業知能內涵,使能透過兩年研究期程,提出得以確保「偏鄉中小學具備優質而穩定之教師人力」及促其「具備符合在地需求之專業知能」的妥適建議方案。 

  •   The growing urban-rural divide is a structural issue in Taiwan. Therefore, the Executive Yuan declared to initiate the policy of regional revitalization starting in 2019. Its goal was to help promote regional development and encourage youngsters to return to their hometown to work. To meet the government’s goal of regional revitalization, this study aims at developing an appropriate system for teacher employment and professional development for primary and middle schools, which hopefully, in turn, will attract enthusiastic youngsters to work in rural schools. Additionally, only when these youngsters’ professional knowledge and skills meet the local needs and identify themselves with the rural area will they be willing to stay. This project plans to focus on Yunlin County and Pingtung County. It will be based on analysis of related legal documents. Also, through focus group interviews, individual interviews with experts in the area and surveys, this project attempts to explore the key issues impacting the teacher employment in the counties in focus, as well as the professional knowledge and skills teachers needed in response to local industrial development. This two-year research project aims to propose suggestions to ensure manpower in rural schools as well as to define professional knowledge and skills needed locally.
