本計畫以翻譯產學關聯為主軸,分為兩階段。第一階段以臺灣翻譯人才訓練機構為研究對象,檢視翻譯人才培育現況,探討翻譯人才培育現階段成果及面臨之問題與挑戰;第二階段以翻譯用人機構為對象,探討翻譯 人才應具備之能力。第二階段與第一階段之結果進行交叉比對,並據以分析我國翻譯人才培育是否符合翻譯用人機構之需求,檢討結果供我國整體翻譯政策之參考,以促進翻譯品質之提升。本研究目的包含:一、瞭解臺灣翻譯教育之現況與問題;二、瞭解翻譯用人機構對人才需求現況與問題;三、分析比較翻譯人才教育機構人才訓練成果及用人機構明確需求;四、分析問題解決可行策略,提供具體政策方案建議。
本研究結果發現翻譯課程為大專院校普遍開設之課程,相較於行政院新聞局2004 年臺灣翻譯產業調查結果,十年間翻譯課程數量、課程類別及修課人數均大幅提升,顯示翻譯課程已有長足進展。此外,翻譯課程亦面臨時數不足、人數過多等問題。在產學合作方面,翻譯企業進行產學合作之意願普遍較高,惟實施方式、目標及成果評估機制仍需詳細規劃。本研究提出短期政策建議:第一、持續發展翻譯相關資料庫及語料庫;第二、提供翻譯教育機構與翻譯產業溝通討論的平臺,促進雙方對話,以期就翻譯產學差異及改進達成共識。中長期政策建議:第一、規劃建置鼓勵大型翻譯企業協助翻譯人才培育相關機制;第二、持續長期觀察研究翻譯教育及產業動態,擘劃我國整體翻譯發展方向。
This is a follow-up research of the 2012 study. The goal of this research is to discover the gap between the cultivation and utilization of translators and interpreters. This research is to be conducted in two phases. The first phase is a survey of translation and interpretation training institutions to investigate the current status of training and to find out strength and weakness of the current training mechanisms. The second phase is to survey the demand side of talents, including agencies and direct clients to understand the required capability of T&I talents. Results from the two stages are to be contrasted to identify the gap between training and utilization so as to formulate policies to further develop the translation and interpretation industry. It is found that translation and interpretation classes are increasing in both volume and variety, constituting a whole series of popular classes. The challenges facing T&I education include insufficient class hours and large class size. The T&I industry welcomes cooperation with the university but the objectives and implementation mechanism will have to further clarified to have a successful industry-university collaboration.
Two immediate policy recommendations are proposed: 1. To expedite the development of translation data bases and corpus; 2. To facilitate dialogue between universities and the industry. And the two long-term policy recommendations are: To encourage participation of talent cultivation by large translation enterprises; 2. To continue monitering the development of the tranlslation and interpretation industry.
