本文旨針對幼兒教育改革機制,探討幼照法自 2012 年施行幼稚園及托兒所之整合 (簡稱幼托整合)後;是否因透過改革之實施而達到預期之規劃效益。幼托教育整合政 策施行後,是否如預期符合建構優質良善的幼教環境;且已符合社會需求適切提供優 質、普及、平價、近便的學前教保服務。本案依據公私立幼兒園園生數、園數、教保服 務人員師資等面向觀察,進行分析彙整及延伸探究。掌握當前幼兒教育實際現況,進而 依據研究結果提供改進整合所衍生的爭議及因應策略。本研究主要發現如下:
以2012-2014 學年度公私立幼兒園入園招生之比率為例,並未因整合之施行而明顯 改善公、私立幼兒園招生之比例落差。現行幼托整合協助措施仍著力於補助公立幼兒園 經費,相對市佔率較高的私立幼兒園則著力於評鑑通過與否;此作法並不符合社會公平 正義的原則。幼托整合之推動既然是強調以落實公共教保服務政策的一環,則更應正視 現況中教保服務人員公、私立教師比率差距的懸殊「事實」。當為呼應時代潮流趨勢之 發展、協助年輕家庭面對未來挑戰之際,應持續尋求真正落實公、私立幼兒園的教育優 質化、收費公平化、師資合理化的策略。因應以上之發現,提供完善的幼兒教保支援對 策應是當前解決少子化現況刻不容緩的學前教育改革。
This paper focuses on evaluating the effects of the early childhood education reformation of 2012, specifically the effectiveness of creating the preferred kindergarten and nursing facilities if they meet the convenience, monetary accessibility for the general public. This study places public and private kindergarten students, the number of parks, teach teachers and other childcare professionals under observation to further evaluate the future of this law. Understanding the current early childhood education and the results of the current integration will allow for the strategizing of a better future solution. The key findings of this study are as follow:
The enrollment ratio for the public versus private kindergartens between 2012 and 2014 remains to be low and showed no improvement. The existing child care assistance is focused on the raising the funding for public kindergarten, and the passing of city evaluations for private kindergartens with a relatively higher market share. This practice does not comply with the principles of social fairness and justice. Kindergarten integration is the key element in public education services and therefore the current unfair balance between public and private kindergartens should be noted. To echo the trend of change, and assisting young families face the challenges of the future, the continued implementation of the equal qualities provided by public and private schools, monetary accessibility and teacher qualification rationalization should be noted. In light of the issues mentioned above, providing comprehensive early childhood education and nursing support measures should be the main focus of the education reformation.
