　　教科書的發展有狹義和廣義兩種概念，狹義的說法比較偏重教科書的研究、編輯出版的過程；廣義的說法則是，教科書發展是一個完整的循環機制，不僅涵蓋教科書研究、編輯過程，也包括教科書的審查、選擇和使用過程。中小學教科書自2002年全面開放後，面對一綱多本、多元的教科書，如何精進其品質，一直是教科書研究議題關切的重點。不論採取廣義或狹義的說法，教科書出版者研究、編輯過程，在教科書發展歷程都是居於關鍵的角色，也是影響教科書品質最為重要的利害關係人。但在強勢的教科書審查制度下，教科書的研究、編輯歷程卻甚少受到關注；而教科書審查機制，也缺乏系統性的資料作為教科書審查者評鑑教科書品質的重要參據。因此，從建立完善的教科書品質保障制度層面思考，如何在教科書審查此一外部評鑑機制下，結合教科書出版者的內部管理機制，是精進教科書品質值得探究的課題。 本研究經由文獻分析，並透過德懷術的運用，嘗試建立教科書出版者內部評鑑指標，以作為教科書出版者自我評鑑其教科書發展歷程的品質，進而提供教科書審查者評定教科書品質的系統性資料。而教科書出版者自我評鑑機制的完善，也可作為政府進一步改革教科書審定制度的政策參考。

We can define the study of textbook development by either narrow or broad sense. While the former focus on the textbook study and the editing procedure, the later refers to a whole circulation mechanism, including the textbook study, editing procedure, approving system, textbook selection, and the users’ experiences. After the government lifted the ban on textbook publications in 2002, the issues regarding “one guide-multiple text” and the diversification of textbook rose and the textbook studies change to emphasize how to improve the quality of the textbooks.
　　No matter the narrow or broad sense we choose, the study and editing procedure of textbooks play important roles in the development of textbooks and meanwhile affect the quality of textbooks so much. However, under the strong domination of the approval system, we pay few attentions to the study and editing procedure, and also few systematic data were collected for the reviewers as important reference to evaluate textbooks. So, it is necessary for the study of improving the quality of textbooks to consider how to make a connection, based on a sound institution assuring of producing qualified textbooks, between the external official approval system and the internal managerial process of the publishers.
This study, adopting the method of document analysis and Delphi Method, aims at ,on the one hand, setting up a cluster of indicators for the publishers to evaluate their developing and editing procedures of textbooks, and collecting systematic data for the approval authority to evaluate the quality of textbooks the other hand. Furthermore, it would be beneficial for the authority to promote the reform of approval system if a sound self-evaluate mechanism of the publishers could be established.
