我國自《國民教育法》於1999年修正公布後,國民中小學校長產生方式出現極大之變革,「甄選-派任」制度轉變成「甄選-遴選」制度,而且校長「考、訓、選、用」業務皆回歸為各縣市政府之職責,實施迄今已近二十年,其中問題之一就是候用校長甄選制度的保守不合時宜,直言之,此甄選業務由各縣市政府接手之後,實施型態和方式幾乎與前教育廳統一辦理時期大同小異,不外乎資績審查、筆試與口試。然而一位好校長的人格特質或關鍵能力很難從現行制度被清楚分辨,因此過去許多人戲稱此制度為「五題校長制度」,因為筆試的那五題寫得好不好係能否成為候用校長之關鍵,令人憂心整個甄選制度的選才功能是否出了問題。反觀企業界及其他先進各國甄選專業高階主管,不斷嘗試運用新的技術(例如評鑑中心法)尋找人才,愈顯露出我國教育界的保守不合時宜。據此,本研究將分兩年進行,第一年之研究目的為:(1)分析比較我國中小學各縣市候用校長甄選制度。(2)了解各縣市國民中小學校長與主任,及教育局處業務承辦人員對候用校長甄選制度之意見。(3)探究我國國民中小學候用校長甄選制度之現況、問題與解決策略。第二年之研究目的為: (1)依據第一年之研究成果,並藉由與某縣市進行合作,依據評鑑中心法設計候用校長創新甄選方案。(2)實地試驗,提出本方案切實可行之信、效度相關證據。
Since Civil Education Act was amended in 1999, the model of selection of the school principals has undergone tremendous changes. The “selection-assignment” system has been transformed into the “selection-election” system, and the system has been reverted to the responsibility of each county and municipal government. So far one of the biggest problems in this system is too conservative and outdated. Based on this, this study will be conducted in two years. The purpose of the first year's research project is to: (1) Analyze and compare the selection system of the candidate principals in all counties and cities in primary and secondary schools in Taiwan. (2) To understand the opinions of stakeholders about the selection system of the candidate principals. (3) Exploring the status, problems and solutions of the selection system. The purpose of the second year's research is: (1) Based on the results of the first year of research, and by cooperating with some counties or cities, design the innovative selection programs based on Assessment Center Method. (2) Put forward the evidence of reliability and validity of the innovative selection programs.
