　　面對知識經濟的挑戰，翻譯人才培育對國家社會、經濟、文化發展影響深遠，殊值投入更多的關注。本研究旨在探討中國大陸近年來為因應經濟、社會、科技變遷，以及多語文與文化交流所推動之翻譯制度策略。本研究採文件、文獻分析及焦點團體座談法，研究目的為：（一）探討中國大陸翻譯發展，包含口筆譯教育、翻譯服務評鑑、出版品翻譯、翻譯科技應用、語言服務業、公示語翻譯、社區翻譯等。（二）分析歸納中國大陸翻譯發展之特色、問題挑戰與因應策略。（三）根據分析結果，探討中國大陸翻譯發展與人才培育對我國之啟示。本研究結論為，中國大陸視翻譯為增強國力發展之重大戰略，推展學術與職業實用並進之翻譯教育；在翻譯服務品質管理上已建立基礎，提升文化產業發展至國家戰略的高度；建置超大型雙語平行語料庫，提升翻譯教學研究及應用層次；精進翻譯為語言服務跨文化交流之關鍵連結；社區翻譯、公示語翻譯則需投入更多的關注，品質管理亦有待加強。綜合本研究分析，對臺灣翻譯發展與人才培育之建議，包括：口筆譯教育方面，重視翻譯實踐，促進產官學合作交流，培育翻譯與各領域之專業人才，建立學術研究與專業實務翻譯學位分流制度；翻譯服務評鑑方面，關於與人民生命財產相關翻譯服務，如醫療法律等翻譯，由政府與民間翻譯專業學會合作制定翻譯服務規範，進行翻譯人才培訓考試；出版品翻譯方面，政策重視並補助出版品翻譯及數位出版，培育數位出版人才，對外出版短期由外籍人士撰寫，長期培育外文寫作人才；培育規劃經營國際推廣並具外文能力之跨領域人才；翻譯科技方面，推廣雙語詞彙學術名詞，建置中英雙語平行語料庫，建構翻譯聯合服務中心，培育語料庫建置人才；語言服務方面，健全翻譯產業環境，提供公平競爭機會資源，促進產官學合作；社區翻譯方面，國家策略制定與生活結合，以發展友善語言環境為先，翻譯首重品質與正確性，並鼓勵支持學校設立多語種學系課程，培育多語種翻譯人才以符應社會需求。

　　This study aims to explore Mainland China’s translation policies and systems in response to recent changes in perspectives about the economy, technology, and social issues, as well as changes associated with increasing global multi-language exchange and cultural interaction. This study adopts documentary analysis and focus group interview methods. The purposes of this study are as follows: (a)explore the development of mainland China’s translation, including translation and interpretation education, translation services, evaluation, publications of translation works, translation technology and databases, language services industry, public signs translation, and community translation; (b)analyze and summarize the main characteristics of the translation development, its challenges, and coping strategies in China and; (c)provide recommendations for Taiwan’s translation development strategy. Recommendations are as follows. Translation and interpretation education should be improved by focusing on translation practice, promoting cooperation and exchange between sectors, cultivating professional talent in translation and other fields, and establishing a diversify translation education system, such as academic and professional degrees. For the national translation development strategy, the recommendations are as follows. To integrate and develop a friendly environment for people, and emphasize on the quality of translation; in the cases of the translation services related to people's lives and property, such as medical and legal translations, the government and the civil professional translation societies should cooperate with and work together to develop translation service specification for future training and examinations. Finally, the recommendations for translation policy include granting publications relating to academic works translation, nurturing talents for digital publishing, cultivating local talents for foreign language writing, promoting bilingual glossary academic terms website, constructing a Chinese-English bilingual parallel corpus and nurturing talents, establishing a translation joint Service Center, and sound translation industry environment. In addition, the strategy should promote collaboration between sectors, encourage and support the establishment of a multilingual translation courses, and train personnel to comply multilingual translation social needs.
