  •   本子計畫為國家教育研究院整合研究計畫下子計畫二「十二年國民基本教育語文領域(外國語文)綱要內容之前導研究」,旨在針對國內各學習階段英語文及第二外語之課綱、課程指引及國外相關之英語文及第二外語之課程研究,除蒐集相關文獻及重要文件並進行深入分析外,也透過研究團隊五次核心會議凝聚共識並邀集國內英語及第二外語教學、評量之學者專家與資深教師,舉辦了七次專家諮詢會議,針對臺灣英語文及第二外語教學之現況與問題、十二年國民基本教育外國語文領域課程理念與目標及課程之組織方式與學習要項等研究主題,進行廣泛之討論並取得共識,例如外語之學習宜強調語言的功能性,凸顯其作為獲取新知的工具性角色、學習內容及過程應強調以學習者為中心,重視適性學習與情意因素;各學習階段英語文及第二外語課程之實施應該有密切的銜接、教材能適度融入重要社會議題,並以反覆出現(recycle)、螺旋式(spiral)且「由易而難」的模式呈現,其能培養優質國民的核心素養。整體而言,本研究除了明確點出臺灣英語文及第二外語教學的重大議題與問題外(如各學習階段英文的字彙學習量、高職每週的英文課時數及第二外語教學所需之師資與應該如何落實等等),也為明年啟動的外國語文領域課程綱要之研修提出了具體之建議。

  •   To provide suggestions and guidelines for Taiwan's curriculum revisions which start in the year 2014, the NAER has undertaken a large scale integrated research project on the learning content of the 12-year compulsory education. This sub-project focused on issues related to the English Curriculum and the Second Foreign Language Curriculum and, aside from reviewing the literature and analyzing the relevant documents, has held meetings in which invited scholars, experienced teachers, and testing professionals shared their opinions and offered their suggestions for curriculum revisions. The following are a few of the main points agreed upon by the participants: Use/function should be given priority in English and second foreign language learning; greater emphasis on learner-centeredness as well as affective factors regarding the content and process of learning; closer links between different learning stages regarding the implementation of the English Curriculum and the Second Foreign Language Curriculum; presentation of teaching material, with key social issues properly incorporated, based on difficulty levels and in a spiral manner; ensuring the acquisition of core competencies among the learners. In sum, this sub-project, in addition to pointing out the major issues and problems concerning the teaching and learning of English and second foreign languages in Taiwan (e.g. the vocabulary size for learners of different stages, insufficient English teaching hours for the vocational track, and difficulty in hiring teachers for implementing second foreign language instruction, among others), has proposed constructive suggestions for curriculum revisions next year.
