　　各國大學學費政策發展和改革動向一直是高等教育領域中備受關注的研究議題。特別是在全球勞動市場就業前景不佳的情況下，不斷調漲的大學學費不但讓社會大眾質疑高等教育是否還值得投資？也讓愈來愈多經濟弱勢學生因無法償付高額學費所帶來的龐大債務，逐漸衍生為社會公平與正義問題。揆諸國際，美國、英國、芬蘭、德國、日本和韓國等主要國家，近年仍持續透過大學學費政策與經費補助方案的變革來回應社會期待。惟各項變革所引發的爭議仍時有所聞，顯示對各先進國家政府而言，高等教育公平的追求亦是一條艱辛且有待努力的漫漫長路。基於此，本計畫旨在藉由文獻探討與專家諮詢，瞭解各國政府在調漲學費的同時，透過何種具體作為來保障教育公平？其成效與困境又是如何？期能借鏡主要國家經驗與做法，有效達成保障我國高等教育公平的目標。

　　The development and reform of university tuition policies has been a prevalent research topic in the field of higher education. In particular, increasing tuition and poor employment prospects in the global labor market have caused an increasing proportion of the public to question whether higher education constitutes a worthwhile investment. Furthermore, the inability of economically disadvantaged students to repay large debts incurred by tuition payments has gradually developed into a social problem. 　　Internationally, developed countries such as the United States, the United Kingdom, Finland, Germany, Japan, and South Korea have continually adjusted university tuition policies and higher education funding to respond to social expectations. However, occasional controversies over policy changes indicate that even for the developed countries, the pursuit of equity in higher education remains a difficult challenge.　　This study adopted literature review and expert consultation to examine that when the governments of other countries approve of tuition increases, what concrete actions are taken to ensure educational equity, and what are the results and difficulties of these measures. This study aimed to effectively improve educational equity in Taiwan by drawing upon the experiences and practices of select countries.
