因居住於偏遠地區所形成的「地域弱勢」,乃是我國憲法例示的弱勢者類別之一;其因此所形成的教育弱勢者地位,亦為學術論述上所普遍肯認。近年來,隨著教育相關法制之發展,地域弱勢的法制建構方向已然漸趨明確;其中,「離島地區」除有《離島建設條例》之專法保障外,有關澎湖、金門及馬祖地區教育文化等事項之扶助與發展,更屬憲法增修條文的明文規範。據此,本計畫乃以「我國偏遠地區教育發展」為題進行第一年期之整合研究,除分析我國偏遠地區教育法制,並以離島地區相關法制為關注焦點外,並將針對我國離島地區教育經費之適足性進行評估(子計畫1)。此外,基於政策評估觀點,亦將分就離島地區中小學就學政策實施現況及其教育不利因素(子計畫2)、保送大學制度實施成效及其與在地產業發展的關聯性(子計畫3)進行研究。未來,更期能在第一年的研究基礎上,持續加深、加廣探討「偏遠地區教育發展」之教育政策與制度等相關議題。
Geographically disadvantaged due to living in the rural area is one of the disadvantaged groups as defined in the Constitution of the Republic of China. As a result, their status as educationally disadvantaged is also widely recognized in academic discourse. In recent years, along with the development of the educational law, the direction of constructing a legal system related to geographically disadvantaged has become definite. In addition to the Offshore Islands Development Act, the issues concerning aspects such as education and culture in Penghu, Kinmen, and Matsu areas are specified in Additional Articles of the Constitution of the Republic of China. This project is an integrative study on the educational development in rural areas. It will analyze education law related to rural areas, especially focusing on offshore islands. It will also evaluate the appropriateness and sufficiency of the budget in education (Sub-project 1). Additionally, based the perspectives of policy evaluation, the sub-project 2 will explore the educational policies and unfavorable factors impacting primary and middle schools in offshore islands. The sub-project 3 will examine the effects of the recommendation to universities system and its connection to local industries. Hopefully, the results of the first-year research will help promote discussions of policies on the educational developments of rural areas.
