出版品翻譯在於引進或分享國內及國外教育學術文化成果,提升國民的知識力並豐富人類的知識文化內涵。然而,國內需要翻譯引進那些國外出版品?如何引進?國內有那些學術文化成就可與世界分享?如何分享?如何善用國家資源,發揮出版品翻譯的效益?值得探究。本研究主要目的在探討分析臺灣翻譯國外出版品的需求和引進,及臺灣學術文化成就外譯的需求及分享方法。
本研究採文件分析及焦點團體座談法,首先綜合近年國內外相關出版品翻譯發展情形,參考國外經驗,並分析國內過去3年出版品翻譯的整體趨勢與市場現況,以及邀請出版業界學者專家參與座談,針對臺灣的需求,提供未來發展建議與可行作法。本研究主要結果包括:對外書中譯之圖書類別與語種,引介更多元的知識;在中書外譯,採中書長英摘的方式,且結合數位科技,提高中書外譯書籍的可近性及國際能見度;培育跨領域、多語種翻譯人才;培育出版品管理行銷人才;建構學術著作譯者學術貢獻制度;建立購書扣除所得稅的制度;將出版品翻譯視為國家知識發展的重要產業,提供金融的協助。
The main purposes of publications translation is to share and introduce domestic as well as foreign achievements of education and culture, to grow knowledgeability of the society, and to enrich the culture of human beings. However, current studies are relatively rare on what kind of foreign publications should be introduced, how to share our domestic scholarship with the world, and how to use national resources well to amplify the effectiveness of translating publications. On the basis of document analysis and the focus group discussion, this study explores the need and the ways of translating foreign publications into traditional Chinese and translating domestic scholarship into foreign languages. Comparing to the experiences of other countries, this study looks into the relevant policies of translation in Taiwan and analyzes the overall development of the domestic market over the past three years. In addition, this study also interviews local publishers for applicable ways targeted at the specific need of Taiwan. This study suggests that in terms of translating foreign publications, a broader types of books and a variety of original languages are necessary to ensure the multiplicity of imported knowledge; while in terms of Chinese into other foreign languages, promoting Chinese books in the form of long abstracts in English is workable as the initial but significant step to enhance the accessibility and visibility on the global market. Other suggestions include cultivating interdisciplinary and multi~linguistic translators and persons with skills of marketing management, recognizing the academic contribution of translation, and considering tax deductions for purchase of books and other financial supports to publishers.
