　　課程綱要中「實施與配套」的部分，是要讓教育改革的執行更順暢，效果更落實，以達成課程改革的理想。而在課程改革的實施歷程中，教材是關鍵因素之一，因為優質的教材編制與審查制度將使教師在課堂中能更具體的落實課改的理念。
　　本計畫即針對國民中小學課程綱要中「實施與配套」的部分，就教材的編製與審查相關要點、原則進行探討，透過相關研究文獻的探討，各方面諮詢、訪談意見的整合，提出建議，最後並對新課綱「實施與配套」中有關規範教材編制與審查之草案提出建議。

　　The purpose of the “Implementation and Dissemination” part of the curriculum is to make the educational reform process smoother, to make the outcomes firmer, and to achieve the ideals of the reforms. In the process of implementing reforms, instructional materials play a key role, because a good editorial, publishing, and review system would help teachers achieve concrete educational outcomes in the classroom.
　　The current research explores the interplay between the editorial decision-making process and the principles of the government review system for textbooks. Based on reviews of relevant literature, discussions, and panel meetings, the author presents suggestions for improvements in the system, and a draft of the line items relating to the rules for textbook writing and review that might be included in future curriculum guidelines.
