  •   「有怎樣的校長,就有怎樣的學校」,這一句話突顯出校長對一所學校的影響力,諸多研究也顯示校長的領導與教師組織承、學校文化、學校效能等都有密切相關。由於國民中小學校長影響著國民教育的發展甚鉅,是以有關中小學校長的研究已成為教育行政領域的顯學。而關於國民中小學校長遴選與培育更是眾多學者關心的課題,此乃國民中小學校長之選才制度影響著學校效能及教育目標的達成。
      民國88年立法院三讀通過國民教育法增修條文,之後各縣市依該增修條文第九條規定,擬定國民中小學校長遴選辦法,於是公立國民中小學校長之遴選制度時代正式來臨。惟目前國內國民中小學校長遴選制度呈現諸多問題,包括遴選委員的組成專業性,遴選過程的時間與工具問題,影響校長的行為及辦學改革態度,以及人才斷層等。「遴選重視什麼,校長就重視什麼」,此乃校長遴選制度具有引導校長領導行為及選才方向之功能,爰此國民中小學校長遴選制度是值得進一步探討與改進的課題,而本研究在精進策略方面擬從遴選制度及運作過程提供建議,可有效解決校長遴選制度之問題。
      基於此,本研究擬以臺北市、新北市及基隆市(簡稱北北基)為研究範疇與對象,探討國民中小學校長遴選制度所衍生的問題及精進策略,具體而言,本研究之研究目的如下:(一)探討北北基公立國民中小學校長遴選制度之現況。(二)探究北北基公立國民中小學校長遴選制度所衍生的問題。(三)探討北北基公立國民中小學校長遴選制度的精進策略。(四)根據研究結論,提出具體建議以供地方教育局處精進國民中小學校長遴選制度之參考。 ? ??

  •   “As is the principal, so is the school.” This statement highlights the influence of a principal on a school while many researches also support the claim of close relation between principal leadership and the teacher organizational commitment, school culture and school effectiveness. Since the principals of primary schools and secondary schools have substantial influence on the development of national education, principal selection and cultivation of primary schools and secondary schools is the issue which draws attention from many scholars. For this reason, the selecting system of primary school and secondary school principals affects school effectiveness and the accomplishment of educational objectives.?
      The selecting system of the principal for public primary schools and secondary schools has been implemented for years. However many problems have currently submerged from the selectin system of the principal for the primary schools and secondary schools in Taiwan, including the composition of selection committee members, time and tool of selection process, the linked influence on the leadership behavior and schooling improvement attitude of the principal, and talent problem. To some extent, “the principal draws attention to whatever the selection values” because the selecting system of the principal has the function to lead principals in leadership behaviors and orientation of talent selection. Hence the selecting system of the principal for primary schools and secondary schools is the issue that merits further discussion and improvement. The study intends to offer suggestions for the operation process of selecting system from the perspective of improvement strategies.?
      In view of this, the study intends to take Taipei City, New Taipei City and Keelung City (hereinafter referred to as Taipei-New Taipei-Keelung Cities) as the research scope and objects, thereby exploring into the problems and improvement strategies derived from the selecting system of the principal for primary schools and secondary schools. More specifically, the research purpose of the study is described below: 1. Analysis the current situation of the selecting system of the principal for public primary schools and secondary schools in Taipei-New Taipei-Keelung Cities. 2. Explore into the problems derived from the selecting system of the principal for public primary schools and secondary schools in Taipei-New Taipei-Keelung Cities. 3. Analyze the improvement strategies for the selecting system of the principal for public primary schools and secondary schools in Taipei-New Taipei-Keelung Cities.?
