　　近年來，台灣高等教育系統規模迅速擴大，且在全球化的趨使下，大學國際化已成為台灣國內之重要課題，外國籍學生來台數已臻至新高，本研究計畫即在此一背景下，以2005-2010年大專院校別之長年期資料，依追蹤模型進行計量實證推估，以量化我國之高等教育價值效益內容；實證結果發現外國藉學生所創造出之價值效益約三倍於本國籍學生之招收效果，其中又以來台停留時間長的正式學位修習學生為尤，餘之相關效益獲取亦將會與不同之院校類別與院校所在區域而有所差異；據以所得之量化效果，本計畫將擬成相對應之教育政策建議，供政府教育部門參用。

　　In recent years, Taiwan’s higher education system has expanded rapidly. And under the trend of globalization wave, the internationalization of the university has become an important issue in Taiwan. In this context, this research project analyzed balanced college-level panel data for the years 2005-2010 in order to evaluate the Taiwan’s higher education. The empirical results suggest the marginal benefit that a foreign student creates is about three times higher than a domestic student, especially the degree-seeking student. In views of this, this research project will use the empirical results to make education policy recommendations for the reference of education administrative.
