　　本研究在探討香港義務教育制度與政策，擬分兩年進行，第一年著眼於香港義務教育之教育政策背景與概況描述。第二年著重在香港教育政策改革之探討。

　　The paper aims to study the Hongkong compulsory education institution and policy. in the first year, we will explored the background and status of Hongkong education. and then, in the second year, the researcher will emphasis on the reform of Hongkong compulsory education.
