　　本研究採文件分析方式，旨在瞭解新加坡終身學習教育政策面貌。欲瞭解之主要層面為：新加坡終身學習教育政策發展之背景因素、新加坡終身學習教育政策歷程現況、新加坡終身學習教育政策之啟示。歸納結論為：一、影響新加坡終身學習教育政策發展之背景因素：新加坡重視人才培育、重視成人教育以及人口老化挑戰，構成終身學習教育政策之發展基礎；二、新加坡終身學習教育政策發展歷程與現況：以經濟為導向，以政府為中心，以新加坡人力部為主導機構，推動終身學習政策；三、新加坡終身學習教育政策對我國的啟示：行政效率高、政策務實、財源足夠、實施WSQ 系統、促進高齡者就業。最後提供四點教育政策之建議，有利於我國人才資源充實與活化：一、設立產業人才培育專職機構，促進成人技能終身學習；二、設置終身學習基金，加速就業能力培養及技能升級的作法；三、強化中高齡者終身學習的思維，提高中高齡成人留在職場的比例；四、 建立全國勞動力技能資歷系統，培養職場永續發展的能力。

　　Through document analysis, this study tried to understand the overall outlook of Singapore lifelong learning (LL) education policy. This study aimed to understand the background factors of LL education policy in Singapore education, the process of development LL education policy and it current situation in Singapore, and the implications of LL policy in Singapore for Taiwan. Conclusions were summarized as follows:(a) The background factors of LL education policy in Singapore indicated that Singapore government focused on personnel training, adult education and the challenges of aging population; (b) The development and current status of lifelong learning education policy were economic-oriented and government-centered, and the Ministry of Manpower in Singapore was the head agency to promote lifelong learning policy. (c) Implications of LL policy in Singapore for Taiwan: facilitating higher administrative efficiency, practicing more pragmatic policies, offering adequate financial resources, building WSQ system, and raising the rate of the elderly employment. Finally, four suggestions related to education policy were advanced to promote the development and activation of human resources.
