Cost-sharing in higher education is a global trend. Striking the right balance between providing sufficient support to institutions through tuition fees and maintaining access and equity becomes the most hotly public policy topic in education today. Taiwan is not an exception. This research project will make a proposal, based on the research result done by the National Academy for Educational Research, to reform tuition fees charged by tertiary institutions in Taiwan. The purposes are to explore the cost-sharing theory and practice worldwide and to interview stakeholders in order to examine the feasibility of the proposal.
