根據《憲法增修條文》第十條之規定,政府應依原住民之民族意願,保障原住民之民族教育權,以發展原住民之民族教育文化;《原住民族教育法》亦規定原住民為原住民族教育之主體,政府應本於多元、平等、自主、尊重之精神,推展原住民族教育;據此,本研究旨在分析我國原住民族學前教育階段就學政策的理念、現況及問題。本研究依據本院於2016年建構的原住民族教育政策成效追蹤指標,針對學前教育就學政策成效進行評估,研究方法為文件分析、訪談法、焦點團體座談及問卷調查;最後,本研究會根據研究發現提出具體政策建議,以供教育實務改革參考。

In accordance with the Amendment to Article 10 of the Constitution, the government shall protect the indigenous peoples’ rights to education based on the will and wish of the people of indigenous ethnicities, to promote their education and culture. By the Article 2 of the Education Act for Indigenous Peoples, the indigenous peoples are the key concern of indigenous education, the government shall promote and develop indigenous education based on the spirit of diversity, equality, autonomy, and respect for indigenous peoples. This study will focus on analyzing the implementation of indigenous school attendance policy in pre-school education by using document analysis, focused group interview, deeply interview and questionnaire survey. Furthermore, integrating relative results, it helps to make recommendations for implementing indigenous education policy and further studies.
