偏鄉小校跨校課程策略聯盟運作模式之研究

課程是學校教育的核心,有了良好的課程發展,教育理念及學生成長才得以落實及達成,而偏鄉小校在課程發展面對諸多問題,例如偏鄉小校由於教師人數少,衍生課程發展多元專業對話不足及缺乏同儕支持力量之問題,又如偏鄉小校不僅教師流動率較高且短期聘任之代理教師人數比率亦偏高,故無法對課程有長期之規劃與實施,形成師資結構不利於偏鄉小校課程發展延續的問題。
綜言之,由於受到人口外流、產業結構改變及少子化等因素的影響,偏鄉小型國民小學就讀之學生人數愈來愈少,偏鄉小校的教師及人力資源相對薄弱,是以透過跨校課程策略聯盟運作模式可以提升教師專業成長及有效解決偏鄉小校課程發展的瓶頸與問題,本研究並以新北市偏鄉小校為研究對象,研究結論與建議可供全國其他縣市之偏鄉小校參考。基於上述,本研究擬以新北市偏鄉小校為研究範疇與對象,探討偏鄉小校跨校課程策略聯盟運作模式,具體而言,本研究之研究目的如下:(一)了解偏鄉小校跨校課程策略聯盟運作內容落實之現況。(二)了解偏鄉小校跨校課程策略聯盟運作規模類型之現況。(三)探究偏鄉小校跨校課程策略聯盟模式運作之影響因素。(四)探究偏鄉小校跨校課程策略聯盟模式運作之精進策略。(五)提出促進偏鄉小校跨校課程策略聯盟運作模式之建議。

The curriculum is the core of school education. With good curriculum development, the educational concept and student growth can be implemented and achieved. However, the rermote schools have many problems in the curriculum development, such as the small number of teachers in the local school. Because of the lack of support for peers, as well as the low turnover rate of teachers and the high ratio of short-term appointments of teachers, it is impossible to plan and implement the curriculum for a long time. The structure is not conducive to the continuation of the development of the curriculum of the remote primary schools.
In summary, due to factors such as population outflows, changes in industrial structure and minority births, the number of students enrolled in small-scale primary schools is becoming less and less. The teachers and resources of the remote ?primary schools are relatively weak. The school curriculum strategy alliance operation model can improve the professional growth of teachers and effectively solve the bottlenecks and problems of the development of the curriculum of the remote primary schoosl. This study also takes the remote primary schools of New Taipei City as the research object, and the research conclusions and suggestions can be used by other counties and cities in the country. Based on the above, this study intends to use the remote schools in New Taipeii City as a research area and object to explore the model of operation of the cross-school curriculum strategy alliance of the remote primary schools. Specifically, the research objectives of this study are as follows: (1) Explore the current status of the operation of the school's cross-school curriculum strategy alliance. (2) Understand the current situation of the type of operation scale of the cross-school curriculum strategy alliance of the remote primary schools. (3) Explore the influencing factors of the operation of the cross-school curriculum strategic alliance model of the primary school. (4) Explore the strategy of improvement of the operation of the cross-school curriculum strategic alliance model of the primary school. (5) Propose to promote the operation model of the cross-school curriculum strategic alliance of the ?remote primary school.
