　　本研究旨在透過電話訪問調查，瞭解社會大眾對高等教育重要政策與議題之看法。由於與高等教育發展有關之重要議題之範疇十分廣泛且多元，然因本調查研究係以一般社會大眾為對象，故不但在調查題目之擇定上應以和受訪對象有切身關係者為主，且題目陳述時用語亦不宜過度專業艱深。基此，本研究計畫所初擬之高等教育重要議題，擬先以大學學費政策、大學多元入學方案、畢業生表現，以及開放陸生來台就學與大陸學歷採等社會大眾較為關注之議題為範疇。

　　本調查研究主要目的有五：1.瞭解我國民眾對重要高等教育議題的看法、態度或支持程度；2.釐清高等教育政策預期成效與民眾認知間的差異；3.提供高等教育政策利害關係人的對話及交流平台；4.提供決策者規劃、制定、評估、宣導及修訂教育政策之參考；5.累積長期資訊以進行比較研究，並紀錄臺灣高等教育發展之脈絡。 為達成前述目的，本研究以居住臺灣地區（包括台灣本島及離島澎湖、連江、金門三縣）且年滿20歲之民眾為對象，每次抽樣調查1,068人以上。資料經分析後將建置資料庫以提供相關人員調查結果之查詢、比較與下載等功能，藉此紀錄及保存歷年調查數值及文字資料，並可供政策規劃與後續研究需要之參考。

　　The main goal of this study is to offer valuable empirical findings for higher education decision-making in Taiwan. To achieve this goal, a set of surveys of representative sample of adult population in Taiwan will be conducted regarding their views and attitudes toward important higher educational issues. The survey is designed to include about ten questions besides the background questions. These questions encompass important and emerging issues related to higher education in Taiwan. There are over 1,068 interviewees who are 20 years old or above and randomly sampled by CATI (computer-assisted telephone interviewing) according to the population percentage of counties. The study may prove to be pertinent to the needs of educational policy-makers. In addition, it provides evidence of general public concerns about important higher education issues in Taiwan.?
