According to the analysis of international education policy, one finds that the policy development environment is the factor determining the change of contents, and then influencing the consideration of student key competencies. The main objective of education policy of key competencies is to cultivate student’s capability of using tools interactively, and to enable students and citizens to obtain education opportunities and basic living skills. However, such education policy has limited effect in supporting students to live in socially heterogeneous groups and to act autonomously.
