升學入學制度的改革效益、爭議與因應策略

無論高中(職)或大學多元入學制度,當時推動的主要目的與效益,係為降低聯考「一試定終身」所帶給學生的強大升學壓力。雖然前述兩項政策改革方向正確,亦帶來部分效益,但也產生不少爭議,未來該如何改進,值得探究。職是之故,本研究目的有二:(1)我國高中(職)入學制度的改革效益、爭議與因應策略。(2)我國大學入學制度的改革效益、爭議與因應策略。主要研究方法為訪談法,採半結構式的訪談方式,研究對象顧及北、中、南之區域平衡,選取六位對我國升學入學制度有研究的專家學者進行深度訪談。研究者綜合文獻分析與訪談結果,提出以下具體之改革建議:(1)對高中(職)多元入學制度之改革建議為:簡化及彈性化高中(職)入學制度、以校務評鑑結果辦學績效相對不彰之高中(職)為優質化優先補助對象、長遠規劃高中(職)均衡分布以解決地區差異問題。(2)對大學多元入學制度之改革建議為:簡化與彈性化大學入學考試制度、引導各大學減少面試並編制面談注意事項供大學參考、引領頂尖大學設立學生個人學習檔案為入學條件之一、引導各大學科系調高繁星計畫推薦的比例並強化其「照顧弱勢」的作法。
No matter High School Multiple Entrance Program (HSMEP) or College Multiple Entrance Program (CMEP), the main purpose of them was to reduce strong academic pressure because of one examination set one up for life. While the two programs mentioned above reformed in the right direction, and brought part of benefits, but also generated a lot of disputes, how to improve them in the future is worth exploring. Therefore, the main purpose of the study is to explore benefits, disputes and strategies of HSMEP and CMEP. This research was conducted over one-year period using depthinterview methodology. The interviewees included six experts from northern, central, and southern areas of Taiwan. The reform suggestions for HSMEP are: simplification and flexibility of the admission system, priority to granting disadvantaged high schools according to the report of high school evaluation performance, and long-term planning to balance high school distribution and bridge the regional gaps. The reform suggestions for CMEP are: simplification and flexibility of the admission system, guiding the universities to reduce the interviews and offer them interview notice references, encouraging top universities to set up individual student portfolios as one of the entry requirements, leading all universities to increase the proportion of Star Plan students and improving the plan for the disadvantaged students.
