The quality of teachers is the critical point in the success of education reform, whereas good and fair salary schedule is the key to attract and retain good teachers. This research project will investigate the salary schedule in Taiwan and make a proposal for improvement after two year’s investigation. The purposes are, first, to explore the difference between the teacher salary schedule and working conditions in the public primary and secondary schools in Taiwan and that in other countries. Second, to interview teachers in rural areas in order to examine the wage premiums for rural and remote areas in Taiwan. And third, to collect teachers’ opinions through surveys, in order to help establish a reasonable teachers salary schedule.
