　　英國高等教育績效經費分配方式之研究其及對台灣的啟示英國與台灣的高等教育經費分配政策之發展，都走向以績效為本位的方向。「英格蘭高等教育經費分配委員會」（Higher Education Funding Council for England, HEFCE）的研究經費分配方式歷經20多年的發展，已成為歐美國家學習參照對象，使得英國高等教育經費分配政策具有代表性。而HEFCE所發展的經費分配方式與新政策或方案推動前全面廣泛的諮詢活動，亦值得台灣作為競爭性經費計畫之規劃與調整之參考。本研究預計以二年時間進行英國高等教育績效經費分配方式之改革，與我國高等教育相關經費分配政策之研究。研究計畫第一年旨在透過文件分析、移地研究、訪談法，探討英國1980年代以降高等教育績效經費政策實施的背景，以及HEFCE對研究經費分配方式之改革過程，藉以釐清英國高等教育績效經費政策的制定、運作、成效與後果。本研究計畫第二年則奠基於英國相關政策之實踐經驗，並從臺灣本土高等教育改革觀點出發，透過文件分析、訪談調查、焦點團體座談等方法，以瞭解我國高等教育績效經費政策產生的背景，及其核心精神與具體內容，並瞭解相關政策或措施實施後對我國高等教育品質之影響。

　　A Study of Performance-based Funding in the Higher Education Systems in England and Its Implications to Taiwan In response to the development of marketization, reforms in funding mechanism have occurred in British higher education over the past decades. England and Taiwan are in the same of the approach of performance-based in the policy of higher education funding. The formation and development of formal policies of higher education performance-based funding in England and Taiwan that are influenced and shaped by their broad political and economic environments, as well as their unique histories and systems of higher education. Acknowledging the differences in their political and economic environments and higher education systems, there are still valuable experiences and lessons that Taiwan could draw from England’s well-developed formula performance-based funding method. This study will take two years to understand the frame and practice of performance-based funding of higher education in England and Taiwan. The study analyzes the policymaking, characteristics and impact of performance-based funding policies in the Taiwan and English higher education systems. It mainly employs the method of documents analysis, interview, topic discussion and, through various channels, collects information relevant to formal institutions of performance-based funding, which includes laws, government policy papers and influential research reports.
